Vijay Singhal, MBA, Financial Services Specialist
Vijay Singhal has 25 years of experience in financial and organizational management in the public sector and 13 years of related experience in the private sector. Mr. Singhal recently left his position as the Principal Deputy Controller for the City of Los Angeles, California, where he made numerous process improvements, identified more than half a billion dollars in financial opportunity to help programs and services, implemented training and internship programs, and improved performance with more than 20 percent lower staffing. As the CEO of the City of Baldwin Park, California, Mr. Singhal successfully steered the City from impending financial crisis, reduced costs, and increased the General Fund cash balance. He implemented numerous initiatives and programs to reduce crime and improve public safety, resident quality of life, and the performance of numerous City programs and services. At the City of Barstow, California, as Finance Director and Interim City Manager, Mr. Singhal helped improve the City’s financial condition and the performance of City programs and services. His ability to establish collaborations resulted in successful passage of a ballot measure to increase the City’s transient occupancy tax, the merger of an independent park district with the City, and successful negotiations for construction of a hospital.
Mr. Singhal also has significant experience in technological transformation, preparation of budgets, implementation of Comprehensive Annual Financial Report financial and payroll systems, long-term planning, contract negotiations, risk management, internal controls, and coaching and mentoring. He is skilled in delivering improved performance with significantly lower resources, creating greater value for customers and stakeholders. Mr. Singhal has a master’s degree in Business Administration from the University of La Verne.
