James Evans, Ph.D, Senior Associate Emeritus
Dr. Evans served in city management in the California cities of Sunnyvale, Fresno, Orange, Eureka, and Glendora for over 30 years. He served as City Manager and Executive Director of Redevelopment in Eureka and Glendora for 15 of those years. Since retirement, he has served as the part-time Executive Director of the Southern California Institute for Local Government, where he has also served as a management consultant and workshop provider. He has also taught business and public administration as a part-time instructor at California State University, Long Beach; California State University, Fullerton; and Cal Poly Pomona.
Dr. Evans holds a Ph.D. in Executive Management from the Claremont Graduate University, where he also earned an executive master of busines administration degree and master of arts degree in Executive Management. He also holds a master of arts degree in Political Science (Public Administration) from San Jose State University. His bachelor of science degree is in Industrial Technology from Cal Poly San Luis Obispo. He has also completed postgraduate work in Information Science at the Claremont Graduate University and holds a certificate in Website Design and Administration from University of California, Irvine.
Dr. Evans is also a certified peer assessor to assist in the self-assessment process of Fire Departments through the Commission on Fire Accreditation International.
