Safe and Secure Lawrence

Police Department Comprehensive Management Study

Background

The City of Lawrence, Kansas has engaged Citygate Associates, LLC to conduct an outside, neutral, comprehensive study of the City of Lawrence Police Department. The consultant’s study scope includes technical data and listening reviews along with community engagement. The study will culminate in a Department Master Plan to guide police services in support of the City’s Strategic Plan, specifically the Safe and Secure Outcome.

Information received will be used anonymously in the aggregated reporting to compare to existing and needed police services in Lawrence.

Community members will have multiple opportunities to provide input that will inform the consultant’s study and Master Plan recommendations. The goal of public input is to continue the practice of “Lawrence Listens” as the City conducts large scale planning projects that materially drive improvements to City services. These projects depend on the participation of diverse community members, especially those from historically marginalized groups.

The national conversation on policing is very important and is already part of many aspects of this project. Where individuals, community groups, and institutions can add clarity is to provide localized input on:

  • Service experiences you may have had with Lawrence police
  • Services you believe are essential for Lawrence police to provide
  • Services and future programs that need to be added to Lawrence Police or shifted to and performed in cooperation with other community-based groups
  • Aspirations for the future of policing in Lawrence to guide the Department’s continuous improvement and responsiveness to community expectations.

Announcements

The following are announcements regarding this effort:

  • Two General Public Engagement Meetings are scheduled. One will take place on Saturday, February 27 from 1:00PM to 3:00PM (CT). Another meeting is schedule for Thursday, March 4, from 6:00PM to 8:00PM (CT). You are invited and encouraged to participate! Please see below for registration details.
  • Please note that the in-person participation location has recently changed. If you wish to participate but do not have access to a phone or computer, you may visit the Lawrence Parks & Recreation Department Administrative Offices, located at 1141 Massachusetts Street, Lawrence, KS 66044. This option should only be utilized by individuals without access to a phone or computer. COVID-19 social distancing and safety protocols will be strictly observed.

Zoom Registration

To register for the Safe and Secure Lawrence Police Department Comprehensive Management Study General Public Engagement Meetings, online participants will be required to complete a short form registration. The short form registration will require the participant to provide a first name, initial of their last name, and a valid email address. The name entered will be the displayed name of the participant during the online meeting session. *Be sure to enter your first name and initial of your last name in the name field to maintain privacy. There will not be a field for last names.*

An email confirmation containing the Zoom link and password for the meeting date selected will be provided to the participant after registration is complete. To begin registration, select the registration link corresponding to your desired meeting date below:

Citygate will not disclose any participant’s personal information, including names or email addresses provided for registration. This information is solely used by Zoom to authenticate the participant’s online presence in the General Public Engagement Meetings.

Online Engagement Process

(This process will also be described at the start of each General Public Engagement Meeting)

  • All participants will be muted until they are called upon. To request to speak, please use the raise hand feature in Zoom. For information on how to use the raise hand feature, please click here.
  • Speakers will be unmuted in the order of their raised hands and allowed an amount of minutes to share based on the total number of meeting attendees.
  • When the current speaker’s time has ended, the next participant in the raised hand que will be unmuted and asked to share. Citygate intends to allow as many speakers as the 2-hour meeting time allows.
  • Participants may attend with audio only or with audio and video.
  • Participants will not be allowed to unmute themselves or use the chat feature.
  • As with all City of Lawrence public meetings, these sessions will be recorded.
