The Unique Benefits
Standby Coaching and Consulting Services offers two unique service plans that create unsurpassed customer flexibility. Plan A is a pre-paid subscription to monthly telephone/video coaching. Plan B uses pre-encumbered funds to offer you rapid access to a wide variety of comprehensive services under a single agreement where you decide when, where, and how to apply Citygate services to best meet your agency’s needs.
Citygate’s use of highly experienced Fire Chiefs with a wide array of previous experience and education allows us to rapidly help control sudden and unforeseen issues to meet your agency’s needs on the first attempt in the time frame needed using technical best practices.
Both service plans are founded on the belief that providing access to Citygate’s coaching and broad range of services applied at the right time, using the most appropriate professional staff, can substantially improve client value and effectiveness for those clients not yet ready for a conventional professional services contract.
Citygate offers a full menu of services, including: Service as Interim Executives, Attrition Management, Succession Planning, Alternative Service Delivery Models, Executive Coaching and Mentoring, Employee Evaluation, Report Writing, Facilitation Exercises, Organizational Reviews, Contract Facilitation, Conflict Resolution, GIS Mapping, Workload Statistical Analysis, Deployment/Response-Time Analysis, and many other agency-specific services.

Citygate has many Fire Chief consultant-coaches available to ensure that someone is available for urgent matters if your primary Citygate liaison is unavailable.
Under Plan B, we can provide a simple, single contract that lists service offerings, rate and fee structures, and the contract period in an easy-to-understand format customized to best meet your needs.
Coaches
Chief Stewart W. Gary, MPA
Chief Gary is the Public Safety Principal for Citygate Associates and is the retired Fire Chief of the Livermore-Pleasanton Fire Department in Alameda County, California. In 1996, he successfully designed and led the implementation of the Livermore-Pleasanton Fire Department consolidation. For many years, he was the lead instructor and program content developer for the Standards of Coverage process and annually taught a 40-hour course on this systems approach for fire deployment at the California Fire Academy. He consults on all aspects of fire and emergency medical services design, planning, and performance auditing. Over the last 15 years, he has performed over 300 studies for clients of all sizes.
Chief Samuel L. Mazza, CFC, CFO, EFO
Chief Mazza is a Senior Fire and Emergency Services Specialist with over 40 years of fire service experience. He retired as Fire Chief from the City of Monterey, California, where he oversaw a successful consolidation of fire services with the City of Pacific Grove. Prior to his service with Monterey, Chief Mazza spent over 30 years with CAL FIRE in numerous assignments spanning state, county, and fire and special district services. He has extensive collaborative and command experience, including appointment as the Incident Commander of a statewide Type-1 Incident Command Team. Chief Mazza is a California state Certified Fire Chief, CPSE Chief Fire Officer, Executive Fire Officer, and National Fire Academy instructor.
Chief Michael W. Dyer, MPA, CFC
Fire Chief Dyer began his career over 36 years ago, serving as an Ocean Lifeguard Specialist, Firefighter, Firefighter Paramedic, Firefighter Specialist, Fire Captain, Battalion Chief, Assistant Fire Chief, Deputy Chief, and Chief Deputy in the Los Angeles County Fire Department, and he is the recently retired Fire Chief of the Santa Barbara County Fire Department. Chief Dyer completed the Executive Leadership Program at the Naval Postgraduate School and has achieved the certification of Fire Chief from the California State Fire Marshal. Chief Dyer recently served on the California Joint Management Board, as the Chair of CAL FIRE Contract Counties, and as the Chair of the FIRESCOPE Board of Directors.

Coaching sessions can be scheduled ad hoc during the month or at a consistent time.
Coaching sessions will be conducted via telephone or video conferencing.
If the need arises for a Citygate service beyond telephone/video consultation, consider issuing a standalone contract or upgrading to Plan B for small projects.
Plan B
Pre-Encumbered Small Project Funds
(Coaching/Consulting and Small Projects)
If you have reoccurring annual work that exceeds your capacity or that of your leadership team, such as performance measures, annual reports, budget metrics, or review and assistance with unexpected elected official reports, consider our small project plan. It’s less expensive and better than a part-time management analyst!
Covers coaching sessions and action plans if more in-depth services are requested.
Ad hoc technical services can be selected as needed from any of Citygate’s service offerings.
Deliverables provided in this plan would be limited to concise opinion letters on a defined issue, as opposed to a technical study with a complete report.
If a specific Citygate service is requested that requires more hours than the pre-encumbered amount will cover (constituting a large project), a cost and scope proposal will be provided for agency review and approval. This would require increasing the pre-encumbered amount, issuing a purchase order, or executing a contract.
