El Dorado Hills Fire contracts for outside review

It took a couple meetings to come to agreement, but the El Dorado Hills Fire Board of Directors approved a contract for a three-part comprehensive review of the district.

Fire Chief Dave Roberts reported on the results of his background checks on services provided by the three respondents and other considerations. He described the scope of work as a “massive undertaking.”
“Countless future decisions will be made regarding facilities, budget, staffing, promotions, resource deployment, training, fire prevention, succession planning, response times and setting future development fees,” Roberts states in his report to the board.

A community risk assessment is the process of identifying potential hazards an organization may face and analyzing methods of response. The standards of cover builds on the community risk assessment. It provides a basis for continually measuring performance improvements over time. The facilities master plan includes projections on where to locate or close future fire stations for maximum community safety and efficiency.

The El Dorado Hills Fire Department received three responses by the due date of Oct. 23, 2015: Public Safety Solutions Inc. (PSSI) based in Chester, MD; Citygate Associates LLC based in Folsom; and Fitch and Associates based in Platt City, Mo.

Roberts said Citygate is the only vendor that completed numerous community risk plans, standards of cover and facilities master plans, all with very high reference satisfaction. He commented that although PSSI and Fitch had clients who were satisfied with the projects they had done, he was skeptical that they understood the full scale of work to be performed. Another consideration that weighed in Citygate’s favor is the consultant’s familiarity with California Fire Services and the El Dorado County Emergency Services System.
