Butte County - Standards of Cover Planning Analysis
The Butte County Fire Department serves 102,000 residents of unincorporated Butte County in addition to the 2,700 citizens of the City of Biggs and the 5,000 citizens of the City of Gridley. The Department operates 42 Fire Stations deploying 64 Fire Engines, 1 Ladder Truck, 2 Heavy Rescues, 16 Water Tenders and 2 Bulldozers. Line firefighting personnel are career staff of 231 and 184 volunteers in multiple companies. The County contracts with CAL FIRE to manage its fire services.
The study was commissioned to be full Standards of Response Cover Study, along with a Master Plan level of detail review of all the support service areas of the department, with special focus on the volunteer program. |

Cities of Newark and Union City - Fire Services Consoildation Analysis
The cities of Union City and Newark retained Citygate Associates to conduct a feasibility analysis of merging their fire services to gain economies of scale and improved services in these challenging economic times. Additionally, the partners requested that Citygate explore other fire service delivery options and work with them and Alameda County Fire Department (ALCO) to evaluate the possibility of ALCO providing contract fire services to one or both cities. |

Sacramento Metropolitan Fire Department - Standards of Cover Planning Analysis and Deployment Reduction Analysis
With an operating budget of approximately $166 million, the Sacramento Metropolitan Fire District provides services through 42 fire stations and approximately 750 career personnel to more than 640,000 residents in a 417 square mile area of Sacramento County, the Cities of Citrus Heights and Rancho Cordova, and a small portion of Placer County.
The Standards of Cover Study was commissioned to: analyze the effectiveness of the current deployment system; evaluate the need for additional fire stations; recommend criteria for the placement and timing of these stations; and develop the criteria for deployment reductions of 3-5 fire stations to meet the fiscal needs of the District’s declining revenues. |
